Speaking purely from anecdote, my own experience is that the people who learn descriptive and prescriptive grammar are those who already have facility in functional grammar. Everything has its time, whether it's being born, dying, weeping, laughing, mourning, or dancing. This is the best question how can I Learn English and an English Grammar. I think the best way to speak fluently is to practice all aspects: grammar, writing, reading and of course speaking. I found that I didn't need to worry after all as long as they were proficient in basic English grammar skills, and could articulate their thoughts on paper, they were ready for college English. There are several of English ways for the same as almost every one solves English grammar exercises just to get perfect in English grammar. Now that we use only KJV, we do not notate the version. Notice that the Ecclesiastes passage goes beyond mere words and communicates with the heart.
